Standard Urban Storm Water Mitigation Plan (SUSMP)

As directed by Municipal Storm Water Order 2001-01, all jurisdictions in San Diego County were mandated to create and implement a program to reduce and/or prevent urban runoff pollution and water quality impacts caused by new development or significant redevelopment. This new requirement can have a significant impact on the design and construction of certain "priority projects" listed below. All “priority projects” are subject to SUSMP requirements and must complete the required Storm Water Mitigation Plan for City staff review prior to the issuance of any permits by the Public Works Department, Engineering Division. A copy of the Oceanside SUSMP (2.80 MB) is provided for your convenience.

This SUSMP requirement will differ between various jurisdictions, due to the Ordinances of each area. Make sure, if you have projects in multiple cities, to review their local SUSMP.

Projects subject to SUSMP requirements include:

  • Residential development of 10 or more units
  • Commercial development greater than 100,000 square feet
  • Automotive repair shops
  • Restaurants (if greater than 5,000 square feet)
  • Hillside development greater than 5,000 square feet
  • Projects discharging to receiving waters within Environmentally Sensitive Areas
  • Parking lots > 5,000 square feet or > 15 parking spaces and potentially exposed to urban runoff
  • Streets, roads, highways, and freeways which could create a new paved surface that is 5,000 square feet or greater.
Exclusion: Trenching and resurfacing work associated with utility projects are not considered priority projects subject to SUSMP requirements.
