Storm Water Regulations: Municipal
The San Diego Regional Water Quality Control Board, a division of the State Water Resources Control Board, has issued regulations to San Diego County jurisdictions regarding urban runoff pollution reduction and prevention. The San Diego Municipal Storm Water Permit, Order 2007-0001 (815 KB), mandates that all San Diego County cities, the County of San Diego and the Port of San Diego develop and implement programs to reduce urban runoff pollution and improve the water quality of creeks, rivers, lakes and our ocean.
Order 2007-0001 requires the City to establish regulations and guidelines for all industrial and commercial businesses, construction sites, municipalities, and residential neighborhoods. If a construction site has obtained a storm water permit with the State, then it may have already met the requirements for construction activities specified in this local Order, provided you are in compliance with the state guidelines. If your business is not required to obtain a state storm water permit, you must follow the guidelines issued by the City prescribed below.
Regulated Construction Site
A regulated construction site is defined as any site upon which a construction activity is occurring that, by City ordinance, requires a permit. Construction projects that do not involve the disturbance of soil and pose minimum threat to water quality pollution may be exempt from the requirements of preparing a Storm Water Pollution Prevention Plan (SWPPP) and installing specific Best Management Practices as required by Oceanside City Ordinance Chapter 40 (further discussed below). Examples of projects that might be considered exempt may include, but is not limited to, the following:
- Interior remodeling
- Mechanical permit work
- Electrical permit work
- Tenant improvements
- Sign Installation
- Changes of use within an existing building
- Temporary mobile home and trailer permits
- Minor permits accessory to an existing building (such as patio covers and decks)
Construction Activities
The North County Storm Water Program, a collective of jurisdictions in northern San Diego County in which the City of Oceanside participates, has developed a brochure for construction-related activities detailing Best Management Practices (BMPs) to be implemented on-site. It is our hope that this brochure will help you to identify activities that are recognized to cause water pollution and to implement appropriate BMPs to minimize their impact. Each jurisdiction will be inspecting their construction sites to ensure the protection of water quality. We look forward to seeing the BMPs presented in this brochure implemented at your sites.
